The Quality Governance Fellowship Programme, delivered in partnership with 一本道 Business School and Quality Governance Collaborative, is an innovative executive programme focused on developing leadership capability in governance and quality. Designed for professionals across public, private and third sectors, the programme addresses the growing need for strong, values-driven governance in increasingly complex organisational environments.

Through a structured series of modules, participants gain a deep understanding of governance principles, global trends, and practical application, supported by expert faculty from academia, policy, and practice. A key feature of the programme is the development of a real-world governance project, enabling participants to translate learning into meaningful organisational impact.

Professor Michael Deighan

Michael is the Managing Director of the Quality Governance Collaborative. He chairs and advises Boards in the Public, Private and Arts sectors.
He was educated in Glasgow, Edinburgh and at Rambert, London and in 1991 became a World Health Organisation Fellow in the field of Governance/Quality. He has been responsible for the authorship and Implementation of “Governance between Organisations” and the “Integrated Governance Strategy” for the NHS. Commissioned by the Department of Health, Whitehall.
In 2003 as Director of Board Development he wrote, “Governing the NHS” with the NHS Appointments Commission. He was appointed a Fellow of Manchester University - HSMU, is a Fellow of the Royal College of Physicians of Edinburgh and was Chair of the largest international Biomedical event for Philips.

Dr Phil Considine

Since joining the higher education sector from the private sector, Phil has been leading Executive Development Programs, Senior Leadership Programs, and managing external corporate relations for a wide range of organizations, from global multinationals to SMEs, NGOs, and public sector bodies. His teaching focuses on the challenges of governance, specifically ESG factors, managing change in multicultural contexts, and the role of directors and senior managers in creating purpose-driven organizations. 
Phil’s PhD examined the benefits that can accrue from the strategic application of socially responsible strategies in a range of organizational settings. Our approach to teaching governance at 一本道 shifts the focus from compliance to a whole system approach underpinned by grand challenges, complexity, sustainability, and a strong sense of values. His research continues to examine this theme, and he has published and presented papers at conferences on this topic in the UK and internationally.
Phil is an experienced director, having served on boards as a non-executive and an executive director in both the private and third sectors. He holds fellowships of the Higher Education Academy, the Royal Society of Arts, and visiting faculty roles in several other universities.

Professor Paul Gray

Paul has experience in governance both as a non-executive director and chair, and in senior executive roles. He has experience in judicial and public service appointments, and in public service leadership. His current portfolio is diverse. He is a lay member of the Judicial Appointments Board for Scotland, Chair of the Management Advisory Board at the Scottish Public Pensions Agency, a member of the Scottish Ambulance Service Board, a member of the Care Inspectorate Board, an honorary senior research fellow at the University of Glasgow, an honorary fellow of Scotland’s Rural College (SRUC) and a senior advisor to public affairs firm Charlotte Street Partners.
Paul was a Civil Service Commissioner from 2021 to 2025, having spent 40 years in the civil service, leaving in 2019.  He held a number of director general posts in th Scottish government, culminating in the role of chief executive of NHS Scotland and Director General for health and social care, where he was accountable for an annual budget of some £14bn and a staffing complement of 160,000. Prior to this, he was Director General for Governance and Communities, which included lead responsibility for civil contingencies and resilience for Scotland across all sectors.

Angela Grahame KC

Angela Thomson Grahame KC became an Advocate in 1995 and took silk in 2009. She was admitted to the Bar of England and Wales (Middle Temple) in 2019. She is a practicing member of Compass Chambers, Edinburgh and retains a Door Tenancy in 3PB Chambers, London.  She is a Fellow of the Chartered Institute of Arbitrators and an Accredited Mediator.
She undertakes a wide range of civil litigation, but mainly personal injury and clinical negligence, often in large value and complex claims. She acted for the Greater Glasgow Health Board in the Vale of Leven Public Inquiry into the circumstances of the occurrence of C. Difficile infection and deaths arising at the Vale of Leven Hospital.
Between 2016 and 2020 Angela was Vice Dean of the Faculty of Advocates.  She is ranked by both the leading legal directories Chambers and Legal 500.
